WAN is a public-private initiative created with bipartisan support from Governor Jim Doyle and the Legislature and managed through the Wisconsin Technology Council.

WAN's own start-up capital came from the State of Wisconsin's Departments of Commerce and Financial Institutions, the Wisconsin Technology Council and private sponsors.
